Bill founded The Rice Group with his father, William Rice II, to help better serve the needs of clients seeking investment management, retirement income planning and advice that encompasses virtually every aspect of their financial lives. Prior to joining Raymond James in 2019, Bill was a Morgan Stanley credentialed portfolio manager and senior investment management consultant who spent much of his time managing the team’s proprietary investment portfolios designed to pursue objectives as diverse as capital appreciation, balanced income and total return. In 2016, Bill received the Certified Portfolio Manager designation from Columbia University and the Academy of Certified Portfolio Managers. The designation is earned after completing a rigorous self-study program and a week of classroom training at Columbia University, which culminates with passing a final exam.
Bill joined a Morgan Stanley predecessor firm in 1989 after beginning his financial services career at MBank Waco five years before. He is an accomplished musician who earned an associate degree in fine arts from Kilgore College before continuing his studies at Baylor University, where he received a BBA in finance and private enterprise.
Born and raised in Longview, Bill believes in giving back to the community that has given so much to him. He serves on the board of the Kilgore College Foundation and as a director of the Paisano Baptist Encampment.
